The African Union High-Level Panel on Darfur (AUPD)
was established following the decision taken by the Peace and Security Council of the African Union, at its 142nd meeting of 21 July 2008. That decision was subsequently confirmed by the Assembly of the African Union at its 12th Ordinary Session, held in Addis Ababa on 1-3 February 2009. Under the chair of former South African President, Thabo Mbeki, the Panel was required to examine the situation in Darfur and to make recommendations on how best the issues of accountability and combating impunity, on the one hand, and reconciliation and healing, on the other, could be addressed effectively and comprehensively, within the context of the peaceful resolution of the conflict in Darfur.
On 08 October 2009, the Panel presented the report of its findings entitled Darfur: the Quest for Peace, Justice and Reconciliation, to the Chairperson of the African Union Commission, Jean Ping, in Addis Ababa. On 29 October 2009, the Peace and Security Council of the African Union, at its 207th meeting in Abuja, Nigeria, endorsed the Panel’s report in full and in its Communiqué, requested the Chairperson to establish a High-Level Panel, under the Chair of Thabo Mbeki, to promote the implementation of the AUPD’s report, and with an extended mandate to support the Sudanese parties in the implementation of the Comprehensive Peace Agreement and other related political processes within Sudan.
